The latest installment of the "Halloween" franchise "Halloween Returns" was all set to begin production in Louisiana on the 15th of July, but apparently that isn't going to happen.

Dimension Films is reporting production isn't happening as scheduled as a result of the film company not being able to lock down a location. Could this truly be the case, or does this halt on production have something to do with Governor Bobby Jindal's recent decision to support a cap on the film industry's tax exemptions?

Production could start up again this Fall, but no word at this time if it will be shot in Louisiana or not.

"Halloween Returns" is reportedly set to be a stand alone chapter in the Halloween franchise.

"The movie reintroduce audiences to Michael Myers years after his initial rampage. It will pit a new group of Haddonfield youngsters against Myers.

The now 18-year-old child of one of Myers’ victims plays a central role along with the child of a cop whose long been obsessed with Myers’ case, even putting it before his own daughter.

Myers is now on death row and the two kids with their own personal vendettas against the killer sneak in to watch his execution. But when things go awry and Myers escapes, the pair, along with their friends, find themselves in the firing line."
